year 8 maths evaluating decimals is my worst problem. Can any one help me understand it? I am a novice at it. What book or other resource do you suggest for beginning this subject?

It looks like you are not the only one encountering this problem. A friend of mine was in a similar situation last month. That is when he came across this program known as Algebrator. It is by far the most economical piece of software that can help you with problems on year 8 maths evaluating decimals.
